The owner of the electrical installation must ensure that the installation undergoes verification and periodic inspections in accordance with the Electrical Safety Act. The commissioning inspection ensures that the installation work is safe and compliant with regulations when put into use.

Commissioning inspection

The contractor who performed the installation work must always inspect the installations themselves before commissioning or handing them over to another party. The commissioning inspection ensures that the installation work is safe and compliant with regulations when put into use. An inspection report must be prepared for the owner of the electrical installation. A report is not required for very minor work.

The commissioning report must include identification details of the site, the name and contact information of the installation builder and the person responsible for electrical work, the standards applied, confirmation of compliance with the Electrical Safety Act for any deviations, a general description of the inspection methods used, and the results of inspections and tests. The inspector must sign the report or verify it in another equally reliable way.

The electrical safety authority publishes a list of standards that, when followed, ensure the electrical installation meets the requirements of the law.

If no standards have been prepared for a specific part of the electrical installation, comparable publications may be applied, provided their compliance with essential safety requirements has been confirmed as per section 1.

When a standard or its edition changes, the electrical safety authority updates the list of standards. At the time of the update, an electrical installation under construction may be completed and commissioned according to the previous standard within three years of the update.
 

Verification and periodic inspections

The owner of the electrical installation must ensure that verification and periodic inspections are carried out in accordance with the Electrical Safety Act 1135/2016. These do not need to be reported separately to the network company.

An inspection certificate must be prepared, and an inspection sticker placed on the main switchboard or equivalent location. The inspection certificate must be kept for at least ten years. More information is available on the Tukes website.

When should notifications be made?

Requests for metering and connection related to new connections and the customer’s switchboard must be submitted at least 15 working days before the desired network connection date using the general information form sent to Caruna.
