Caruna’s Electricity Network Development Plan

Caruna develops the electricity network in a long-term and systematic way to ensure that electricity distribution remains safe, reliable and meets the changing needs of customers and society. In the Distribution Network Development plan, we describe how the electricity network will be developed in the coming years, now and in the future.

The 2026 Distribution Network Development Plan looks far ahead and takes into account, among other things, economic growth, security of supply and reliability of delivery, increasing electricity consumption, the need to connect renewable energy production, and the growing frequency of extreme weather events. The development plan is prepared and updated every second year and submitted to the Energy Authority.

Why is the electricity network developed?

The electrification of society is accelerating. Electricity is increasingly used, for example, in housing, transport and industry, while the amount of renewable energy production continues to grow. To ensure that the electricity network can respond to these changes, it must be developed in a planned and proactive manner.

In the development plan, we examine, for example:

  • improving the reliability of delivery and security of supply of the electricity network
  • how the network enables, for example, electric vehicles, heat pumps, data centres and solar panels
  • how investments are allocated
  • how local needs and regional differences are taken into account

Influence and participate – customer consultation 30 April–31 May 2026

Customers’ views are an important part of preparing the development plan. For this reason, we organise a customer consultation on the development plan between 30 April and 31 May. The responses will be processed as part of finalising the development plan, and based on them, the plan may be refined or amended. After the consultation, a final version of the development plan will be prepared, in which we will also explain how customer feedback has been taken into account. The final development plan will be published at the end of June 2026.

During the consultation, you can share your views, for example, on:

  • the reliability of electricity distribution
  • future needs for electricity use
  • the impacts of the energy transition in your area
  • what you consider important in the development of the electricity network

Frequently asked questions about the development plan

How will my responses be used?

Customer feedback is used to finalise the development plan and to assess the guidelines for electricity network development. If clear development needs or concerns are identified in the feedback, they will be taken into account in the further development of the plans.

When will I see the final development plan?

After the consultation and completion of the plans, the development plan will be published on this page. We will also explain how customer feedback influenced the plan.

How often is the development plan updated?

The development plan is updated every two years. It is also submitted to the Energy Authority every second year.
