Order an electricity connection – new connection outside the zonal model

We use the so-called zone pricing to set the electricity connection rates. If the connection point is outside Caruna's zonal model for electricity connections, we will analyse the area in accordance with our connection principles to determine the connection fee.

Caruna's connection zones.

We determine the price of a new electricity connection according to the connection fee price list. The fees for Caruna's electricity connections are based on a zonal pricing model in which the connection zone is determined according to the distance to the nearest secondary substation. Zone 3 – the outermost zone – ends 800 metres from the distribution transformer. All areas after this are beyond the zonal model, and the pricing is based on the cost of building the electricity network. The zones, fuse boundaries and distances are shown in our list of rates. 

The connection fee in areas beyond the zonal model is determined according to the connection size, the cost of building the electricity network, and a capacity reservation fee. The capacity reservation fee (EUR/A) according to the rates is added to the connection fee. Caruna's network companies, Caruna Oy and Caruna Espoo Oy, have different capacity reservation fees, as shown in the rates.

Processing connection enquiries in specific areas or cases

If the connection point is outside the zonal model, we will analyse the area according to our connection principles.

We will review any other possible connection points in the area which could be connected to a new transformer circuit or distribution network branch at the same time. This helps to reduce the amount of repetitive excavation and the corresponding impact on the environment. The potential connecting parties may be building sites in the town plan, existing buildings and sites with exemption permits. If your site is near one or more other sites without electricity which could be considered potential connection points, the order will be processed in accordance with the regional principle.

If the connection point is far from the existing distribution network and there are no other potential sites for electrification, the connection enquiry will proceed to a dedicated call for tenders. In such cases, the connection point is priced on a case-specific basis.

Connection process for sites with regional pricing

If there are several sites to electrify, a special pricing area is created. It will be slower to determine the connection fee, so you should be aware that the order may take several months to process. 

The determination of the connection fee begins with preliminary planning and cost calculation based on the source data, and this provides the basis for determining the regional price for the electricity connection. 

Preliminary planning is carried out with a default connection size of 3 x 25 amperes. If all the connections are the same size, the costs will be divided evenly among the connecting parties. If the connections are different sizes, the price will be based on the number of amperes. 

Construction costs will only be added to the area prices if a section of network needs to be built for the new connections in question, and only for the section that expands the existing distribution network. New connecting parties are not required to pay the costs of reinforcing the existing electricity network.  

Sometimes, an area contains real estate within a standard-priced zone. The connection fee for a parcel of real estate in such a case follows the zonal pricing model, but the real estate is counted as a potential connecting party and splits the construction costs for the area in which there are other parcels of real estate.

How certain is it that an electricity connection will be built with area pricing? 

There must be a sufficient number of parties interested in connecting to the electricity network in area to ensure that the connection fees cover 60 per cent of the cost of building the electricity network. If there are not enough interested parties, we may prepare a quote for an electricity connection at a higher area price. Read more about the connection principles. 

The area price is valid for 10 years from the date when the first contract is signed or until the area's connection potential is exhausted. When the validity of the price area expires, the connection fee in the area will follow the zonal pricing model. 

Quote for connecting parties and information on the execution of an area project 

We will find out the addresses of the real estate owners and send them a quote valid for one month from the date of postage.  

When we receive responses to the quotes, we will notice everyone of the outcome and whether the area project will be executed. If enough of the quotes have been accepted, we will make connection contracts. The terms and conditions of the connection contract specify the details and the delivery time (for example, the use of a subsequent connecting party clause*) in more depth. 

When all the connection contracts in the area have been signed, we will take care of the permits for land and water areas, which may take some time. When the permits are in order, the project will progress to terrain planning, and construction of the electricity network can finally begin!

The electricity network will be built up to the connecting point within the delivery time specified in the connection contract. We will send a connection invoice when the network building is complete. 

Your electricity contractor will handle the work on the property itself from the connection point stated in the connection contract. They will acquire and install the connection cable and the main distribution board on the property. The connection fee includes the activation of the connection and installation of the meter, and your contractor should order these from Caruna.   

Remember to contact your selected electricity supplier in good time to make an electricity contract, so that you and any other connecting parties in your area will be able to enjoy the dusky autumn evenings and stay a little longer at your cottage thanks to electricity supplied from the distribution network!

Connection process in the case of site-specific pricing

If there are no other potential sites for electrification near your connection point, your connection inquiry will proceed as a dedicated call for tenders.  

In some cases, the processing of a connection that began as a regional project may become a case-specific project if there are no other parties interested in electrification following a round of tenders conducted by Caruna. Case-specific pricing is also used for larger low-voltage network connections located outside the zonal pricing model and medium-voltage network connections. For example, if a 3 x 63 ampere electricity connection is ordered for a property located in zone 3, it is processed as a case-specific order because the fuse size in zone 3 is limited to 3 x 35 amperes in the list of rates. 

We plan the construction of the electricity network as accurately as possible based on the source data, and we calculate the costs of an individual electrified site. The costs only include the new section of the electricity network that must be built out to the connection. When the plan and calculation are complete, we will send you a written quote, and you can respond according to the instructions. 

If you accept the quote, we will send you a connection contract to sign. If the connection fee is higher than for a connection of a similar size in the outermost zone, the contract will include a subsequent connecting party clause* for any connecting parties that come after the contract is signed. This enables us to take into consideration the new network construction costs paid by the first connecting party. The subsequent connecting party clause is used in compliance with Caruna's connection principles, and it is valid for 10 years. 

Progress of the project after the connection contract is signed 

When the connection contract is signed, we will take care of the permits for land and water areas, which may take some time. When the permits are in order, the project will progress to terrain planning and construction of the electricity network.  

The electricity network will be built within the delivery time specified in the connection contract. Your electricity contractor will handle the work on your plot of land from the connection point onwards (such as underground cabling from the plot boundary and installing the main distribution switchboard on the wall of the cottage). The connection fee includes the activation of the connection and installation of the meter, and your contractor should order these from Caruna.   

Remember to make an electricity contract with your chosen electricity supplier, and then you will be ready to get connected!

Subsequent connecting party clause

When a higher area price is applied, the connection contract will include a subsequent connecting party clause in the event that new connecting parties emerge in the same part of the network later. The subsequent connecting party clause is a reimbursement clause that provides a partial refund of the connection fees paid by one or more connecting parties if new connecting parties connect to the part of the network that they financed. This clause is always specific to the individual contract.
